v2.3.1: Vendor panel, storefront & CLI fixes

Mercur v2.3.1 is a patch release with bug fixes across the vendor panel, dashboard SDK, storefront, and scaffolding CLI.

What's Fixed

Vendor Panel

• Fixed split orders to show the authorized payment status correctly.

Admin & Vendor

• Registered the dashboard SDK's layouts and cell-renderers virtual modules so they resolve at build time.

Storefront

• Bumped @mercurjs dependencies to the release version to fix hoisted stale types breaking the Medusa build.

Other

• Pinned packageManager so Turborepo can resolve the workspace in freshly scaffolded projects.
• Removed vercel.json from the storefront.
